Why are the changes needed?

This PR tried to improve the maven shade plugin configurations.

Brief change log

Add some global shade plugin configurations.
Adjust shade artifacts for runtime jars.

How was this patch tested?

[ ] Add some test cases that check the changes thoroughly including negative and positive cases if possible
[ ] Add screenshots for manual tests if appropriate
[x] Run test locally before making a pull request

I tested the runtime jars in my local Spark 3.3 and Flink 1.17 environment and all work fine.
