Why are the changes needed?

As titled.

Brief change log

Extend jar plugin from apache parent.
Add outputTimestamp to help generate right NOTICE file
Add maven-remote-resources-plugin configuration to include DISCLAIMER

How was this patch tested?

[ ] Add some test cases that check the changes thoroughly including negative and positive cases if possible
[ ] Add screenshots for manual tests if appropriate
