Why are the changes needed?

Amoro binary file should have its own LICENSE and NOTICE file.

Brief change log

Add NOTICE-binary & LICENSE-binary.
Make the junit dependencies to the test scope.
Add some tools to collect license and notice information.

How was this patch tested?

[ ] Add some test cases that check the changes thoroughly including negative and positive cases if possible
[ ] Add screenshots for manual tests if appropriate
[x] Run test locally before making a pull request
