Why are the changes needed?

Brief change log

Helm value.yaml remove kube-config-path value.
KubernetesOptimizerContainer Support default Kubernetes client configuration.

How was this patch tested?

[ ] Add some test cases that check the changes thoroughly including negative and positive cases if possible
