On savegame maps, should write out a blank .opq if none exist #51

Book III (maybe other Books too?) ends up having weird minimap corruption issues when it loads a map which doesn't have an .opq file. There's no reason for us not to write out a blank one, if one isn't found.

Definitely happens in Book II as well as I had this issue back when I made my mods for that until I started including the blank .opq's
