increase speeds, use pigeon directly on can bus #25

Description

Code revs tested on the 2023 robot practice chassis night of 2/4/23

Modified pigeon can id (no longer wired through TalonSRX)
Adjusted speed governors for turning/drive straight
Tested on the 2022 Robot

Drove with joysticks on the practice chassis, nothing else has been tuned

@amoscao :

@JulieNikolatos added code to use the pbot jumper in this branch, so this code should work on 2023 and 2022 robots now
