Added IPFS for Voting census

Merging this PR as agreed on the chat. There are pending things (eg. https://github.com/aragonzkresearch/anon-voting-demo/blob/0706e86c2faa6e573bf71d00e44c13fc91e4de8a/react-ui/components/Vote.tsx#L52 ) but current version works and we can keep moving on.
