Update the error message if a user is trying to deploy a component with a sub-domain that clashes with another live component.

In cloud-api,

update the CLI package 1.38.0-arc-subdomain-msg-2.1 in package.json.
$ npm i
restart local environment
deploy a component
deploy a second component with a subdomain that already exists in the first component
