For the Europe paper. The implementation didn't actually use the growth region. This issue can be closed when :

a new simulation is run that uses commodity demand to drive SFR deployment and the results are integrated into this paper
OR if the above strategy is abandoned, this can be closed when the text no longer refers to the growth region.
