Add support for Spanner #657

Would love to see support for GCP spanner to have a better scalability story.

Hey @StevenACoffman 👋 It's great to see you here. We do plan to add support for Spanner, but I don't have a time estimation for it atm. However, as mentioned in https://github.com/ariga/atlas/issues/639#issuecomment-1062283143, I plan to write documentation on how to add a new atlas driver to the project and possibly get help from contributors here.

Do you have any plans to support the Spanner now? I want to make some contributions if possible. For the Spanner parser, may consider https://github.com/cloudspannerecosystem/memefish.
