Is your feature request related to a problem? Please describe. As of now, all deployments are made in europe-west1. This is a problem for users in other parts of the world

Describe the solution you'd like I want to be able to specify a region for deployment. e.g. "europe-west1", "us-central1", etc All deployed resources should be colocated there.
