Add WIkiNEuRal dataset #26

This PR adds the capability to download and process WikiNEuRal dataset like the other existing datasets.

WikiNEuRal: Combined Neural and Knowledge-based Silver Data Creation for Multilingual NER is a massive multilingual NER dataset.
