Add documentation for app.command.NewLayer #64

I didn't see any documentation for this function so I decided to add one.

Hey @JohnDevlopment, just a suggestion (from someone who has made a few PRs on Aseprite in the last few months) I'd say you rebase your commits into one. The maintainer prefers single commit PRs rather than going through "original" commits and then some updates done to it.
