chore: Add SAST to repo with codeql action #146

We're presently getting a scorecard ding for the lack of SAST https://github.com/atsign-foundation/at_java/security/code-scanning/4

- What I did

Added the codeql workflow to implement SAST

- How I did it

cp ../at_python/.github/workflows/codeql.yml .github/workflows/

Then changed language: ["java"]

- How to verify it

Future commits should be tested by the workflow and drive up the scorecard score.
