get basic flask app running, return a 'hello world' page

This PR gets a basic flask app up and running and returns a "hello world" home page with some CSS.

• Add flask application factory to app.py
• create css and js folders in static/ and add a global CSS file as well as an individual CSS file for home.html
• add the home.html template
• add a config.py file for development/debug/produciton envinronments
• create a routes/ folder for different routes and add the home.py route
