Switch to GitHubReleasesInfoProvider for getting latest release
Split version release-x.xx to just x.xx
Hard code path to app for code signature verification

Brackets 1.14.1 has been released with a security update to fix a remote exploitation, however, the existing recipe is not finding it. This PR should resolve that and allow AutoPkg to find this 1.14.1 release
