Bind snapshot client socket to address. Used for listen socket (network.peer-listen in bioyino).

This PR is currently of an unacceptable quality.

There are 2 options here:

You are interested in my explanation of why it is and improving it to the acceptable state. You'll get my comments in this case and we'll get it to prod together.
You just want this feature to be implemented. In this case I'll just adopt it myself.
