Description of changes: Adding a shadow build of ros2 foxy. This complete build is current blocked by RoboMaker support for ROS foxy.

Precisely, the log_workflow_status_to_cloudwatch is blocked by RoboMaker support for ROS2 foxy and this workflow could be run without the support?

Yes, and also the aws-robotics/aws-robomaker-github-actions/codecommit-put-file-action@2.4.2 has no ApplicationManifest repo setup.
