[FEATURE] Reduce IAM permissions for CreateParallelCluster lambda #160

Is your feature request related to a problem? Please describe.

The attached policy grants all permissions. This needs to be reduced the the minimum set required to create, update, and manage the clusters.

Resolved in release v2.1.0.
