Add scoop bucket/file to readme #404

I made a scoop bucket for easy install on windows. Might need some more work but for now is completely functional and works the same https://github.com/vvirtues/bucket ill consider adding to main scoop bucket when I have the time

also I assumed the prebuilt binary link is stable and won't change with updates (until further notice)
