Do not override FirstName, LastName, LocationCity from LDAP #243

@aclowery has requested that we not set the FirstName / LastName / LocationCity from the LDAP lookup, but rather just the GovernmentEmail. This should reduce the spam on employees where these values differ in the PSA API from LDAP; they'll be updated the next day to whatever's in the PSA API anyways.
