14797 Updated limited restoration radio panel

• Updated the limited restoration radio panel in response to UXA observation notes.

• New default State: https://github.com/bcgov/entity/issues/14797#issuecomment-1426186329

• New error message display: https://github.com/bcgov/entity/issues/14797#issuecomment-1426244089

@ethantspitt Please take a look at how the error message is displayed now. No more expanding input box. Instead, the error message is displayed in multiple lines as per the box's width since it is bound to it. Let me know if I need to change that. Thanks!
