Integrate CHM13-T2T support #324

Hg38 will remain the workhorse genome for annotation work, but in case users are interested in working with CHM13-T2T in the future - there should be a feature that converts the breakpoints found within a MAVIS file formats to a BEDPE file, then liftOver those coordinates back to the hg38 genome, before associating those coordinates with the original MAVIS calls.
