Merge bhl_collection_setup to bhl_born_digital_utils #16

This pull merges bhl_collection_setup (e.g., rmw_transfer.py) to bhl_born_digital_utils. README.md has been also updated to reflect the changes.

*Issues opened in bhl_collection_setup needs to be transferred manually to bhl_born_digital_utils.

@eckardm bhl_collection_setup repo will remain intact. Think of this as 'import' than 'merge'.

Got it. We may need to consider cleaning up the other repositories--I'll leave that up to you two!

I agree with Max that we will probably want to figure out how to clean up/maintain the bhl_collection_setup repo going forward if all of the code is being ported to this repo, but we can work out those details later.
