Couldn't open the file "bsg_packaging\ucsd_bga_332\pcb\for_us\UCSD001-BGA_5mm_2014-05-21.pcb" #9

Hi, Thank you for your all helo from previous sessions. I am wondering how I can open this PCB file, and which tool you used to generate it? I was trying to use the "Altium Designer 19", but had no luck with this tool.
