People assigned to Events incorrectly

Because of some artifact in the way people were originally assigned to things, we have attendees assigned to events they are not responsible for and no admin function to remove them.

I submitted this once before as part of 'weird misc bugs' but it seems to have vanished.

I'm bringing it up again, because it turns out it is problematic; when getting inventory reports, the "phantom" attendees mess with the counts -- so it does need to be fixed.
