inform users about moderation in private chats #445

Each private chat should begin with a notice telling users, that this conversation is not private, but running through filters for moderation. Teifion in discord

Proposed text message by Teifion: Remember: Direct Messages are not private and subject to the same moderation rules as other chat. Be careful not to click links from people you don't know and never give out your password.
