This PR adds a few fixes that mostly try to resolve moderation pain points.

Add email confirmation box. If I had a nickel for every time someone accidentally registered with a @gamil.com email address... well, I'd have plenty of useless nickels. :grin:
Extend alt account warning message. As a reminder, this only appears on switching to the Register screen if you already have an account in this client installation. I know people don't read much, but I've tried to make this one up-to-date with the current Discord macro $text altaccount and sufficiently threatening that people might notice.
Since I'm not sufficiently optimistic that people will read that, I've also conditionally added a confirmation box for creating new accounts, requiring contact with moderation team. See commit message. Keep in mind that this is not meant to keep dedicated people out, thus the simple implementation - just ones that don't read. I've also conditionally added a button that will take you to the Discord, for easy contact with the moderation team from that page.
Extend help page with more useful links. I couldn't get a special Discord invite specifically leading to #open-ticket, so this semi-duplication of the discord invite is the next best thing.

How useful is this in practice? I usually see it as an annoying extra step and just copy past the original email, maybe others do the same? :)

Copy paste is possible here but I don't think it matters, we just want people to double check before entry.

The final warning window height adjustment is 400 -> 550. Should be bearable on most screens.
