Expanding on the changes from: https://github.com/beyond-all-reason/BYAR-Chobby/pull/599
Hides scavanger and raptors tabs if the respective AI isn't present and the Show Hidden Modoptions setting from pr 599 is off.
*Also moves the _DEV category out of the Hidden Modoptions Setting to only check for devmode txt file
Testing Done
[X] Scavanger and Raptor Tabs are hidden when neither of the ai is present
[X] Scav and Raptor Tabs are shown when the appropriate AI is added
[X] The tabs are re-hidden when the ai is removed
[X] Advanced Options Menu behaviour if ai is added when the menu is open [MULITPLAYER]
|> doesn't refresh if already open but detects other lobby type declaration
