Decide on and implement a logging strategy for deployment #65

..for both omics_data_mgmt and omics_taskflow (and possible future components).

Right now, errors are being logged in the error log (when error logging is actually used). As some info/warning level messages could also be useful in finding root causes for issues, should we also collect this in a common location? Should we still have an error file separately?
