Projectroles: Add flag for enabling/disabling search #70

I ran into this when checking out Varfish with Oliver. Currently, search can be disabled by overriding default templates but that is kind of cumbersome.

Should add a simple settings flag to enable/disable search. This is a very simple thing to do.
