This should be a very nice generic addition to SODAR Core.

Some notes:

Temporarily moved the include from dict.py (in a different app in varfish) and moved it into bgjobs_tags.py. See #97
Templates modified to match the standard SODAR layout. If we want to have project views without the project title bar on top, perhaps that should be a site-wide setting.
URL names unified to match general Django and SODAR conventions.
Code cleaned up to match other sodar_core apps (I wish I didn't dislike Black as much)
