Incorrect/invalid links in IGV setup documentation

I was noted of some problems in the IGV setup doc:

"IGV Download Page" link points at some Oracle Java install URL
- Should probably point to https://igv.org/doc/desktop/#DownloadPage/
"Standalone IGV" link points to a file on the CUBI servers and returns a 404
- Not sure who maintains this?
