Landingzones validation updates for production #7

More validation features are needed for the production system.

Requirements

Separate code (Python and/or iRODS rule system)
Ensure specific files are included
Regex filename check
TBD: How to configure/input the rules for validation? (assuming the rules are not same for all kinds of projects)

Estimate: TBD (requirements need to be solidified)

Can be closed in favour of #575. Actually, I'll start a protoype implementation really soon now as I need some confidence that my effort to curate 30+ germline sample sheets and feed the iRODS part of them actually worked out well.
