Add Vue.js-based tour help for sheet viewer/editor #729

The traditional JQuery tour help naturally will not work with data maintained by the vue app. Should implement a similar feature with vue, especially to help out with editor features.

Most likely this will require implementing a second button within the vue app for it to be activated. In this case, the original tour help should have a note directing to the correct link.
