I've been thinking more about this and the general functionality of the root server UI. Maybe it's not necessary for the workflow plugin to be able to completely process a service body change. But there could be some messaging that tells the end user the correct person(s) to contact to enact that change. That way the workflow plugin wouldn't need to worry about the different service body admins or having a super admin process the change. I'm not sure if I'm making complete sense.
