Improve in line with oik-zip #2

Several improvements have been made or are planned for oik-zip. oik-tip should be similar.

I found myself implementing part of this when looking at #3, having already changed tip.bat to run oik-tip under oik-wp.

The docontinue() function in oik-tip.php needs to be aware that it may have already been loaded in libs\oik-cli.php
