Implements https://github.com/bpevs/emoji_flashcards/issues/19 by creating https://github.com/bpevs/flashcards
Outputs are essentially the same for the website and for the Anki decks (just some additional things like deck descriptions).
There are relatively significant changes for data file format. Will update the docs in a separate change.
