I think Zenodo is the same way, though they seem to be planning an update of their infrastructure to use a new system, https://inveniosoftware.org/products/rdm/, which may offer more like multiple ownership of records and/or multiple community managers.
Are there any other DOI providers that offer these capabilities today? Multiple ownership of records would be really useful for the tutorial presentations. At a minimum, having all of the authors of that tutorial be able to update them; ideally the whole tutorial team. It would eliminate the dependence on a single person when records need to be updated.
Nobody has suggested that there is any service that supports multiple ownership. And we've decided that we don't really need DOIs for our presentations (see #37). So I think we can close this.

Alternatively, we could greatly simplify our lives by deciding that we don't need DOIs for our presentations at all (see https://github.com/bssw-tutorial/tutorial-management/issues/37).
