rep-workflows: Singularity is now either Apptainer or SingularityCE #187

As I understand it, the open-source Singularity project is now called Apptainer. And Sylabs has a fork called SingularityCE. Right now, the rep-workflows module references Singularity in several places, and we probably need to update. In one case, there is a listing of what container technologies various computing facilities support, so we should confirm with them.

Should probably also make clear in the slides of the name change (i.e. Apptainer (formerly Singularity)) to help folks make the connection.
