AS AN Architect I WANT all Rasa instances to be deployed based on same generic pipelines SO THAT they could be re-used and be based on same settings

Acceptance Criteria

[ ] All changes based on https://github.com/buerokratt/Rasa-for-Buerokratt/tree/dev
[ ] Update Rasa to it's latest stable version
[ ] Works in an isolated Docker environment
[ ] Works in Kubernetes
