Restrict access to and from pods

AS InfoSec I WANT access to be restricted to and from pods SO THAT every pod would only accept requests from the allowlisted ones

Accepted Criteria

• [ ] Ruuter is the only Component that can initiate requests to any backend Components
• [ ] No backend Component can initiate requests to Ruuter
• [ ] TBA
