Fix BU Libraries Logo Issue

The logo is not responsive in the way we would like it.

• [x] From 767 to 990 px the main nav items are pushed below the logo
• [x] Below 315 the logo is moved below the menu icon

done with css

• adjusted padding in navbar to 13px
• set min width to 360 for navbar - not the best solution but i anticipate few users with a screen smaller than 360px.
