Use this issue to document all the decisions we are making about content style and usage

For header and sidebar table of contents, capitalize all words except short words, i.e. "the", "a", "or".
"Blurbs" should be in complete sentences.
Use Oxford comma.
Bullet points should be in complete sentences.
Block quotes should start lowercase.
