Aktualisierung #62

This also includes some deletions that have been missed earlier.

As I have stated in my previous PR, I do not want to implement an automatic approach for this, at least not within GitHub Actions, because with the planned proper generation of law-update-commits, this code would be useless very soon. These manual updates are only something that I can offer for the time being, until we implement the automation properly. If you do not want this, feel free to close this PR.

During these updates, I keep getting problems which require manual fixing, so an automated approach is not possible, even if I wanted to.

To straighten most of these problems, which occur in the gesetze-tools repository, I am planning on a writup to suggest a different strategy of the tools, but this writup requires some time. Until then there are some minor updates/changes that I can roll-out , first of which is this PR for example https://github.com/bundestag/gesetze-tools/pull/49 .
