Import collections #19

We want to be able to import collections. This would make testing easier as we could more efficiently test LOBE on larger datasets.

Ideally the upload form should accept a zip archive and go from there.

Things to take into consideration:

How do we deal with user IDs that don't exist / collide with other users.
