Join existing OSM buildings with RLIS buildings #6

In most cases, the RLIS data contains much more geometry detail than the OSM data, however it might be the case that the OSM data contains additional property/tag information.

I think we could do one of two things:

I'm inclined for the former process (delete OSM in favor of RLIS and copy tags) because newer buildings have more accurate footprints (LiDAR-based as opposed to dated imagery with off nadir distortion). We should, however, be explicit about this in the import proposal.

:+1: I think that's the best course of action. We get updated geometry and potentially more detailed tag information.
