Resolves issue #6 .

The chain watcher streams a default operation fee of 1500 microTez, calculated using:

defaultOperationFee = _minimalfees + _minimal_nanotez_perbyte size + _minimal_nanotez_per_gasunit gas

where

size = 300 microTez
gas = 10,000 microTez
_minimalfees, _minimal_nanotez_perbyte, _minimal_nanotez_per_gasunit = (see link)
