Single platform for gc repo vs. approved platforms + catelog #105

I'm wondering if an alternate approach is just a catelog like https://code.gov/ I do think that there should be an offer of a platform internally that internal groups can collaborate (GCcode), but when it comes to open source, there are existing projects on multiple platforms already that shouldn't have to move to meet a single winning platform (EX: WET on GitHub vs. AsseblyLine on BitBucket). Along with the catelog, there should be a recommendation of platforms that meet those functional and non-functional requirements, but I don't think a single choice/lock-in is the best approavh.

Just wanted to confirm this question has been discussed at the Advisory Board meeting and further requirements analysis is going to be needed for the overall solution recommended..
