As an appendix to the March 15 2018 Open Source Advisory Board meeting, please see the following for successful examples of open source, including enterprise organizations in industries that are responsible for satisfying regulatory and compliance policies:

BCDevExchange

From the About Us page of the BCDevExchange:

We’re building better ways for government and developers to work together. Based on feedback from public sector partners and B.C.’s tech community, we have designed a self-service web app that speeds up how government accesses the software solutions it needs. For developers, it has never been easier or more attractive to work on government projects and improve public services. The pay is fair, the process is open and you can work directly with program managers in GitHub.

The BCDevExchange was then forked and reused to create the GCDevExchange.

Microsoft

Microsoft has one of the largest open source presences, from deep-learning to documentation:

Capital One

Capital One has an open source first philosophy, and embraces open source practices and principles for both internal (private) and external (public) development:

Kubernetes

From the Wikipedia page of Kubernetes:

Kubernetes is an open-source system for automating deployment, scaling and management of containerized applications that was originally designed by Google and now maintained by the Cloud Native Computing Foundation.

All open source of course.
